Chapter 2: The Accident Report That Closed Too Cleanly

The sub-basement archives of the Bureau of Internal Security smelled of recycled air and ionized dust and the particular industrial staleness of a space that received human beings only when human beings could not avoid it. Mira Solen had been working in them for eleven days.

This was not unusual. Cross-referencing shuttle registry anomalies across six transit corridors produced the kind of documentation volume that drove most analysts toward the Bureau's upper floors, where the terminals were newer and the lighting was not the color of old teeth. Mira had specifically requested the sub-basement assignment. The upper floors had windows. Windows meant colleagues pausing to observe what was on your screen, and Mira had learned, across four years at the Bureau, that the specific quality of her attention to anomalies made colleagues uncomfortable in ways that occasionally became supervisory conversations she did not need.

The sub-basement had no windows. It had seventeen rows of physical archival stacks, a document retrieval terminal from the previous administrative cycle that occasionally required percussive persuasion to load its index, and a single overhead panel whose flicker she had learned to predict well enough that she no longer flinched when it occurred. She had brought a supplementary desk lamp from her apartment. Her supervisor had not commented on this. Her supervisor had not been to the sub-basement since his second year at the Bureau.
