The data arrived in the fourth hour after dawn, routed through Amidari's diplomatic relay under a classification tier that ensured it would be reviewed by no Syndicate inspector before it reached them—a courtesy the Queen had arranged the previous evening with the particular efficiency of someone who has spent years learning to accomplish necessary things through the narrowing gaps of permissible action.

Vael received it in the small secondary chamber Amidari had made available to them: a room of pale limestone and tidal-glass, its single window oriented toward the inner harbor, where the water moved in slow and patient rhythms that Owan had been trying, with incomplete success, not to notice. A table occupied the room's center. Vael placed the data cylinder on it without comment and proceeded to unseal its diplomatic enclosure in the methodical, unhurried fashion of a man performing a task whose urgency he has already fully assessed and chosen not to communicate through his hands.

Owan stood at the window. He was watching a small maintenance vessel work its way along the harbor's outer seawall, its movements mundane and grounding in the way that only genuinely purposeless observation can be grounding, and he had been doing this since arriving in the room because the alternative was to stand near the table and feel the direction of the lean and he had decided, for at least the first few minutes of the morning, that he would not do that.
