Chapter 28: Voss Makes It Personal

The Carey Street deployment order came back wrong on Friday morning.

Voss read the field summary three times, which was two more times than he usually needed and one more time than he would have read anything else. Two enforcement details, forty-three personnel, six hours of repositioned coverage, and the logistics interdiction had found nothing. Not a delayed shipment rerouted to avoid them. Not a reduced flow that might suggest foreknowledge. Nothing. The Carey Street corridor on Thursday had contained exactly what Carey Street always contained: authorized transit, registered commercial vehicles, two permit violations neither of which were interesting.

He set the summary down on the left side of his desk, where the morning logistics report already sat, also face-down now.
